Rep. Liz Berry of Seattle is the sponsor of the bill at the request of Gov. Jay Inslee’s office. It was approved on Tuesday by a vote of 52-44 and will now go to the Senate for discussion.
According to Berry, this bill will save lives. “It’s straightforward: waiting periods of 10 days lessen gun violence. According to research, delaying a person’s access to a firearm can be the difference between life and death. And firearms are used in well over half of suicides in the United States. This cooling-off phase is crucial because of this.”

Before the vote, a number of Republicans opposed the bill.
Rep. Jim Walsh, R-Aberdeen, stated that the proposed legislation would restrict the ability to possess a firearm. “That’s an insurmountable issue.”
Walsh asserted that when it comes to the right to own a gun, the Washington State Constitution is more explicit than the Constitution of the United States, and he feels the law violates that right. He stated that he believes there may be legal issues with the legislation.

Initiative 1639, which established the waiting period for semiautomatic rifles, was approved by Washington voters in 2018. It implemented the waiting time and demanded improved background checks for semiautomatic weapon buyers. Also, the law prohibited those under 21 from purchasing semiautomatic assault guns.
Berry’s measure would take effect on July 1st, 2024 if approved by the Legislature and signed by Inslee.
